HR Business Partner

We’re looking to add a talented Human Resources Business Partner to join our team. This position is responsible for administering and coordinating all human resources functions, including recruitment, employee relations, performance management, benefits administration, staff development, and compliance. Working closely with leadership, the Human Resources Business Partner supports organizational goals, fosters a positive workplace culture, and ensures the consistent application of HR policies, procedures, and employment practices.
Requisitos mínimos de educación y experiencia:
- Bachelor’s degree in Human Resources Management, Business or Public Administration or another related field, required
- Three (3) to Five (5) years of progressive human resources experience including recruiting, benefits administration, compliance, and performance management, required
- Some experience with payroll processing and data management, preferred
- PHR or SHRM-CP certification preferred and may be considered in lieu of equivalent experience

- Computer application knowledge including HR Management Software, Microsoft Office Suite products and presentation software
- Ability to manage multiple projects, follow-through and meet deadlines
- Excellent planning and training abilities
- Ability to comply with the organization’s policies and procedures
- Must exhibit a positive attitude, professional manner, and be an example to others in the areas of problem-solving, teamwork, interpersonal relationships, support of management decisions and commitment to ELC’s mission.
What You Will Do (Summary):
- Manage the daily administration and delivery of human resources functions
- Maintain HR policies, procedures, employee records, organizational charts, job descriptions, and personnel files
- Ensure confidentiality and integrity of employee information and human resources records
- Lead recruitment, selection, and onboarding activities for all positions
- Partner with managers to identify staffing needs and coordinate hiring processes
- Develop strategies to support employee recruitment, retention, and workforce sustainability
- Coordinate employee orientation and onboarding experiences
- Provide guidance to supervisors and employees regarding workplace concerns, policy interpretation, performance expectations, and conflict resolution
- Conduct and document workplace investigations assigned
- Support performance management processes, corrective action procedures, and employee development planning
- Administer employee benefit programs and coordinate enrollment, changes, communications, and vendor relationships
- Coordinate personnel actions affecting payroll and employee status changes
- Partner with Finance and Operations staff to ensure accurate employee data and payroll-related information and tasks
- Ensure compliance with federal, state, and local employment laws and organizational requirements
- Coordinate audits, reporting requirements, compliance reviews, and corrective action initiatives
- Maintain and update employee handbook provisions, HR procedures, and workforce documentation.
- Coordinate professional development and required training activities
- Prepare reports and presentations for leadership as requested
- Participate in structured peer review activities to evaluate work quality, ensure consistency, and support continuous improvement across the team
- Provide operational support as backup for Operations team as needed
- Participate in a minimum of two ELC Outreach activities and/or events within the fiscal year

Position: Full-time
Salary: $60,000 (depending on experience)
